TURKEY CONFIRMS HEX FOUNDER RICHARD HEART'S ARREST

Justice Minister Akın Gürlek confirmed Heart (Richard Schueler) was detained in Istanbul on October 14 with his wife, and three bodyguards were detained later. Searches of 15 addresses turned up $7.15M in cash, six cold wallets, seven firearms, 1,400 rounds, 28 watches, and 97 pieces of jewelry. Heart has been under an Interpol Red Notice since December 2024, issued for Finland over alleged gross tax evasion and assault. Gürlek also tied it to alleged $1B in crypto fraud. A US judge dismissed the SEC's case on jurisdictional grounds in February 2025, and the SEC did not refile.

CIRCLE DETAILS REVENUE SPLIT; $819 MILLION WENT TO PARTNERS AND COSTS

Circle reported about $1.4B in H1 2026 revenue. It paid $819M to USDC distribution partners and transaction costs and reinvested about $473M in infrastructure, compliance, and product. It kept about 7 cents of net profit per dollar of revenue. COO Kash Razzaghi's blog post pushes back on new stablecoin entrants who argue issuers keep too much. USDC processed over $36T onchain and had about 77% of global stablecoin transaction volume in June, up from 60% a year earlier. Q3 results are due November 4.

LIGHTER EVM DEVNET LIVE WITH OPENVM AND AXIOM

Lighter launched an EVM-equivalent rollup devnet, built with Axiom and proved by OpenVM, running alongside Lighter Core, their existing high-performance order book engine. Both execution layers settle to Ethereum with a single shared ZK proof, so the EVM rollup and the order book achieve joint finality in one proof cycle. Developers can deploy smart contracts on the EVM layer while Lighter Core handles order matching, with both environments settling atomically on Ethereum rather than through separate proof pipelines.

THE WALLET WARS

AI agents require payment credentials to execute purchases, creating two distinct competitive fronts: who supplies the credential and who lets the agent transact with the user's full identity. Stripe's Link and Shopify's Shop Pay have moved fastest on integration, but Stripe's virtual-card approach routes purchases through a Stripe-issued card rather than the user's original card, stripping loyalty rewards and breaking direct merchant relationships. Visa, Mastercard, and AMEX are building scoped agentic tokens that map transactions back to the user's original card, preserving benefits that virtual-card intermediaries remove. The competitive trajectory mirrors the AOL-to-open-web shift: open-standard agentic tokens are positioned to displace proprietary virtual cards as the dominant payment layer for agents.

GPUS ARE FINANCED FOR YEARS. AI WORKLOADS RUN FOR WEEKS

GPU supply contracts lock capacity for 36 months while AI workloads demand compute for weeks. Hyperbolic exploits the duration mismatch by buying multi-year bare-metal capacity at contracted rates and reselling short-duration slots at a premium, growing from near-zero to $80M annualized revenue run-rate between June 2025 and September 2026. Neocloud lenders require contracted off-take, which structurally biases supply toward long-term commitments, and Hyperbolic hedges Year 3 tail risk with put options on compute prices to protect the back end. Exchange-traded GPU rental contracts are forming as compute follows the commodity arc from bilateral deals to traded benchmarks, with physical settlement as the foundation derivative indices build on, mirroring electricity's 30-year path from vertically integrated utilities to CME/ICE contracts.

BIS: STABLECOINS AND BANK DEPOSITS ACT AS SUBSTITUTES

A BIS working paper using US data finds stablecoins and bank deposits are direct portfolio substitutes. A 1-basis-point rise in bank deposit rates cuts 10-week stablecoin market cap growth by about 3 percentage points, and by up to about 9 under an IV approach. The effect is stronger for USDC (-4.8%), which is tied to the US onshore market, than for offshore-focused USDT (-1.9%). It also holds against bank CD rates and DeFi lending yields. The conclusion is that bank deposit pricing acts as a drag on stablecoin growth.
